PTC y las masas – un cuerpo integral
La armonía perfecta entre
el Partido del Trabajo de Corea y el pueblo, inimitable en otros países e
inquebrantable ni con la bomba atómica, admira a la sociedad internacional.
¿Por qué?
Para saber esto, es primordial
conocer del kimilsungismo-kimjongilismo, ideología rectora del PTC.
El kimilsungismo-kimjongilismo
es, en una palabra, la ideología de conceder prioridad a las masas populares,
cuya quintaesencia es la idea Juche, planteada por Kim Il Sung y enriquecida
por Kim Jong Il, la de que el dueño de la revolución y construcción son las
masas populares y la fuerza que las impulsa, la tienen también estas, que las
considera como el ser más precioso y poderoso del mundo.
El PTC, teniendo el
kimilsungismo-kimjongilismo como guía rectora, ha practicado invariablemente la
política de amor y confianza en las masas populares. Aun en una línea y
política que estableció, reflejó plenamente la aspiración y exigencia de las
masas y en sus actividades mantuvo como supremo principio defender el interés
del pueblo y fomentar continuamente su bienestar, lo cual es comprobada
patentemente por su historia de 70 años.
Apenas que Corea fue
liberada de la ocupación militar de Japón (1905-1945), el PTC presentó la línea
de la revolución democrática antimperialista y antifeudal y considerando el
deseo secular de los campesinos de cultivar su tierra, ante todo realizó la
reforma agraria y dispuso que las mujeres que largo tiempo estuvieron privadas
de los derechos políticos de toda índole y eran víctimas de las desigualdades
sociales, ejercieran los mismos derechos que los hombres. Puso en vigencia la
ley del trabajo democrática que estipula la jornada de 8 horas y la prohibición
del trabajo infantil, etc., y nacionalizó las industrias principales, convirtiendo
a los obreros en los dueños de las fábricas. Abolió completamente el sistema
tributario, en virtud de lo cual los coreanos fueron eximidos también de los
impuestos.
El PTC atendió con
responsabilidad el destino y la vida del pueblo. Para comprobar esto, basta con
citar solo el sistema de la asistencia médica gratuita. Durante la guerra
coreana (1950-1953) desencadenada con la invasión armada de Estados Unidos,
cuando necesitaba movilizar todos los recursos humanos y materiales, en Corea, a
grandes expensas del Estado, se implantó la asistencia médica gratuita general,
de suerte que los habitantes pudieran recibir el tratamiento sin preocupación
por el pago.
Lo mismo se da con el
sistema de la enseñanza obligatoria general gratuita. Corea, durante la difícil
rehabilitación y construcción de postguerra, en 1956, por primera vez en el
oriente, impartió la enseñanza obligatoria primaria general y de seguida, en
abril de 1959, la enseñanza gratuita general. En la misma medida de que la
construcción socialista progresaba, llevó continuamente el sistema de la
enseñanza obligatoria gratuita a la fase superior, llegando a impartir hoy la
enseñanza obligatoria general de 12 años, de nivel más alto en el mundo.
También a finales del siglo
pasado cuando debido a la extremada ofensiva antisocialista de las fuerzas
aliadas imperialistas y las sucesivas calamidades naturales, el pueblo coreano
pasaba pésimas dificultades, el PTC practicó invariablemente las políticas a su
favor. Como antes, todos los niños se beneficiaron con la enseñanza obligatoria
gratuita y todos los habitantes, con la asistencia médica gratuita general.
La política del PTC que
constantemente idea el bien a favor del pueblo y lo hace realidad, mejora cada
día más la vida del pueblo.
Solo en los últimos años se
construyeron o remozaron los centros de las actividades culturales masivas como
el Área de Recreo del Pueblo de Rungna, el Complejo de Piscinas de Recreación
de Munsu, el Club de Equitación de Mirim, la Estación de Esquí Masikryong, el
Estadio 1 de Mayo y el Palacio de los Escolares y Niños de Mankyongdae; se
levantaron el Hospital de Pediatría Okryu, el de Odontología Ryugyong, y se
prepararon modernas áreas residenciales como repartos de Changjon, de los
científicos Wisong y de los científicos Mirae.
Los coreanos, bajo la
dirección del PTC, han llegado a llevar una vida digna, independiente y
creadora, sintiendo con las fibras lo preciosos que son la felicidad de la que
disfrutan y el PTC que se la deparó. Por eso, lo llaman “partido-madre”, se
confían en él y lo siguen, depositan por entero su destino en él y se empeñan
como un solo hombre en la ejecución de su línea y política.
Es demasiado natural que el
partido y las masas populares, basándose en la confianza y el amor de aquél a
estas y el absoluto apoyo y confidencia de estas a aquél, se confundan en un
solo cuerpo.
El VII Congreso del PTC que
se convocará al comienzo de mayo de este año mostrará otra vez ante el mundo su
férrea unidad con las masas populares.
WPK and the Integral Whole
with the Masses
The Workers’ Party of Korea is the one and only party
in the world which has formed an integral whole with the masses of the people.
This integral whole, the most powerful weapon
which can be neither imitated by any party in other countries nor broken even
by the nuke, is evoking admiration of the international community.
Then, where does the source of the integral
whole stem from?
To find an answer to it, it is vital, above all
else, to have a correct understanding of Kimilsungism-Kimjongilism, the guiding
ideology of the WPK.
Kimilsungism-Kimjongilism is, in a word, the people-first
principle, and its quintessence is the Juche idea. The Juche idea, authored by
President Kim Il Sung and developed by Chairman Kim Jong Il in a deep-going
way, clarifies that the masters of the revolution and construction are the
masses of the people and that they are the motive force of the revolution and
construction, putting forth the masses of the people as the most precious and powerful
beings in the world.
Guided by this idea, the WPK has consistently pursued
the policy of loving and trusting them. When formulating a line or a policy,
the WPK reflected in it their aspirations and demands, and made it as the
supreme principle of its activities to defend their interests and steadily
improve their living standards.
The WPK’s 70-year-long history clearly proves
it.
Soon after the country’s liberation from the Japanese
military occupation (1905-1945), the Party advanced the line of anti-imperialist,
anti-feudal democratic revolution. In the course of implementing this line, it
ensured that an agrarian reform was first enforced in reflection of the
centuries-old desire of the peasants, who had been longing for tilling their
own lands, and the women, who had long been subjected to deprivation of all
political rights and to social inequality, exercised equal rights with men. It
raised the workers as masters of factories by ensuring the enforcement of the
democratic labour law that provided an eight-hour working system and prohibited
juvenile labour, and the nationalization of key industries. And with the
abolishion of taxation, the Korean people were freed from the burden of tax.
Free medical care system alone can fully show
how the WPK has taken care of the destiny and living of the people with
responsibility. In the days of the Korean war (1950-1953) unleashed by the US
armed invasion, all the human and material resources of the country had to be
enlisted in the war efforts. Even in this situation, the country enforced
universal free medical care system at state expense. This enabled the Korean
people to enjoy medical service without paying even a penny.
The same is true of the universal compulsory
free education system. In 1956, when it still had to remove the ruins of the
war, the country enforced universal compulsory primary education for the first
time in the East, and then universal free education in April 1959. By
developing the compulsory free education onto a higher stage continuously in
step with the developing socialist construction, it now has enforced the
universal 12-year compulsory education, the highest stage in the world.
In the closing years of the 20th
century the Korean people had to undergo worst trials in their history owing to
the extreme offensives by the imperialists’ allied forces against socialism and
natural calamities that hit the country for several consecutive years. Even in
those days the WPK’s people-oriented policies were pursued as before; all the children
learned to their heart’s content under the compulsory free education system and
all the people were not worried about the treatment of their illnesses under
the universal free medical care system.
Thanks to the politics of the WPK that works out
one plan after another for the good of the people and strives to materialize
them, the life of the Korean people is getting richer.
In recent years bases for mass cultural life
including the Rungna People’s Recreation Ground, Munsu Water
Park , Mirim Riding Club,
Masikryong Ski Resort, May Day Stadium and Mangyongdae Schoolchildren’s Palace
were built or renovated on the world standards. New medical service centres
were built in a superb way, including Okryu Children’s Hospital and Ryugyong Dental Hospital .
New modern apartment houses like those on Changjon Street, Wisong Scientists
Dwelling District and Mirae Scientists Street resound with merry laughter of
the people.
Under the leadership of the WPK the Korean
people lead an independent, creative and worthwhile life and keenly realize how
valuable are the happiness they are leading and the WPK which provides them
with this life. That is why they absolutely trust the Party and follow it,
calling it a motherly party, and turn out as one in the struggle to implement its
lines and policies with their destinies entirely entrusted upon it.
The integral whole of the Party and the masses
which is based on the former’s trust in and affection for the latter and the
latter’s absolute support for and trust in the former—this is a true appearance
of Korea.
The Seventh Congress of the WPK, which is to be
held in early May this year, will demonstrate once again the might of its
integral whole with the masses.
